Proposition 13 is an important step in order to get rid of dangerous properties that are not earthquake safety. This proposition also supports the fairness among all taxpayers by getting rid of the unequal treatment of different types of property that may need to have seismic safety improvements.

Analysis
What does it say?: Proposition 13 provides that the construction for seismically retrofit buildings,(which means to make earthquake resistance) will not affect the reassessment of the value on the property tax. This proposition overall sets a standard statewide, to seismically retrofit buildings that are safer for the environment and society without affecting the reassessment of property tax value. Which means that property owners do not have to pay higher taxes for making their property earthquake safety.
The proposition also limits the exemption for reassessing the construction or the reconstruction of buildings that qualify as seismic retrofit improvements. Proposition overall limits the government to put a higher tax on buildings that are reconstructed to be earthquake safety.

Who's For/Against?
Groups that are for include the California Democratic Party. As of interest groups, there are no particular interest groups with a strong focus on the passage of prop 13. A notable group in support, however, is the American Federation of State, County and Municipal Employees(AFSCME). 
Out of all the state propositions, Prop 13 is the least controversial one. It does not have any formal or organized opposition. In the state voter guide no arguments against the proposition were published, but the California Nurses Association has endorsed a no to this proposition.
What We Think
Yes on Prop 13
Although this proposition may reduce the government’s revenues, it will improve the safety of buildings. There have been recent earthquakes in upper Mexico that have been felt in southern California. People should not be forced to live with the risk of having their buildings taken down if an earthquake hits. Although some money may not be taken in because of prop 13, it can ultimately save a lot more money which would have to be spent if an earthquake did take these buildings down. Also, there is currently a difference on how properties are assessed and this proposition would treat all properties equally. Protecting the safety of the people should not be questioned just because it will take a few dollars out of the government’s revenue. The loss in revenues is minimal anyways. Any money lossed will be counterbalanced with the jobs created by this proposition. Therefore, vote yes on Proposition 13.

This proposition benefits everybody not only people in general but also property owners, they wont have to be taxed more on their property because of the seismic safety improvements. Although with this proposition the government will loose incoming revenue, it can actually save the government great amounts of money in the future due to earthquake damages on buildings. proposition is a benefit for all and therefore, Yes on proposition 13.
